Speaker: Jeronimo Carcelén

Jerónimo Carcelén is a world-renowned expert on Chilean mining law. With over 20 years of experience in the mining and energy space, Jeronimo has provided legal advice to multiple governments, multilateral entities, and private companies on matters relating to foreign investments, mining M&A, and other contractual negotiations relating to the mining industry. He has also been involved in the drafting of legislation and mining regulations in over 15 countries, including being advisor to the Chile’s Minister of Mines (2007), the Chambers of Deputies of Chile (2013) and the Afghanistan’s Minister of Mining and Energy (2018-2019). In 2014-2015, he was the Senior Advisor on Mining Policies to Ecuador’s President Mr. Rafael Correa.

Mr. Carcelén was also heavily involved in energy, having been elected Chairman of the Chilean Geothermal Council in 2018. Mr. Carcelén is licensed to practice law in both Chile and Ecuador, and was also active abroad, such as his role as an International Visiting Advisor of Dechert (2016-2017) as well as a member of a legal team representing a Republic in a mining investment arbitration in the Permanent Court of Arbitration based in the Hague. He is also a professor of Mining Law at several Chilean universities, and is a frequent speaker in seminars and conferences as well as a contributor and member of the editorial board of several publications. Currently, Mr. Carcelén is pursuing a PhD program at the University of Western Ontario and his field of research is in mining development agreements between mining investors and host states.
